Create Notify - a notification application

Description

Notify should be an application that enables us to use notifications all over the website. In other words: You can trigger the creation of a note-entity from possibly anywhere in the website. Notifications should then show up at the user's personal startpage (the mainpage). At a later point, Notify should handle all email based notifications aswell (like forum notifications and notifications about new messages, comments etc.).
