Add localised groups

We need localised groups. These are groups that are tied to a specific location. There are a couple of special things about them:

  • all members will be tied to a localised group when they sign up (and a new one if they move around)
  • through a group like that, it's easy to get in touch with the people in a local area
  • events/meetings and other local stuff will be automatically posted to the group
  • activity in the group will be tied to the location
  • localised groups have no owner, but can have admins

I started working again on the geo groups AKA local groups. Working with fake51's first implementation I'm making fast progress. Biggest issue is currently the forum implemenation due to the limits of the URL-request-handling in combination with the location-chain (e.g. Russia > Moscow > Moscow).

This has been discussed in the "On Groups and Forums" thread: http://www.bewelcome.org/forums/s1785-On_groups_and_forums and at the Unconference in Brussels: http://www.bewelcome.org/wiki/BXL_Unconference_March_2013_MeetingMinutes. Please prioritize this.

However, the first point in this ticket ("all members will be tied to a localised group when they sign up (and a new one if they move around)") is not consensual. So, please, for now, do not implement this aspect.
