reconfigure svn according to new release manament draft

To move to the new ReleaseManagement there are some major changes on svn configuration needed:

new access groups (see ticket #170)

===new branches / hook scripts ===

• production with a hook script that updates to the www.bewelcome.org on production server
• old
• labs with hook script that updates to labs.bewelcome.org

new subdomain labs.bewelcome.org

on old server, create a subdomain labs.bewelcome.org that gets its content form branch /labs. access restriction the same as test.bw until we moved production to new server

labs.bewelcome.org set up in DNS, points to goat.

old.bewelcome.org also points to goat, and is already set up on goat. However, it needs to be moved to bull when we upgrade production.

Alpha has been moved to bull, testing of alpha would be nice.

update hooks have been fixed on bull, so that alpha gets updated - and after next update, production will also be updated. The autoupdating is very fast.

The updating script will report to the bw-dev-discussion list (though the sender probably needs to be white listed in mailman).

I'm leaving the setup for labs.bewelcome.org to friedrich or hannu as for now ;-)

Forgot to write, old.bewelcome.org is set up on bull ... DNS is not switched yet (will wait until we upgrade production).
