trac: add / reconfigure spamfilter plugin

Description

tonight we had our first spam flooding of trac.

we should consider adding a plugin to prevent such annoying stuff.

having the chance to delete spam comments and tickets would also be very much needed, please consider this plugin

SpamFilter? seems to be installed, but needs to be tested and configured further. WebAdmin? was added in the process.

The last two day we've had a lot of spamtickets again, so the spamfilter must be reviewed/restarted/reconfigured.

While feuerdaemon and me sorted them out manually by deleting content/setting it to "spam", it wouldd be nicer to delete them completely. I once got an admin login to trac from philip, but couldn't find the Webadmin access / possibilities to do change anything.

(If it's possible to set rights in a way to allow me to delete the tickets, I'd volunteer to do so. BTW: giving trac-accounts to other people for testing/reporting is something I could do as well.)

A spamfilter is installed and works. (no spam in the last 4 weeks)
