translation tool: changing language when editing an entry should ask for confirmation

If you change the language of a word it should ask for confirmation.

By accident I changed the text for FaqA_FindingTravelCompanions into the Dutch text. This can easily be prevented.

Limit the dropdown to admins, so translators will have to change language through the footer, making them more aware of what they're doing.

That idea wasn't very well received by some translators, so the dropdown stays. Updating English becomes a two-step process anyway, which should be enough to alert anyone. Doesn't solve the issue for two languages that are both non-English, so this stays open for now.
