BW forum - let thread replier add new tags

Description
As you probably have noticed the tag system doesn't work very well. tags like: "veryimportantquestions viq music" will let the thread be lost in the mass of forum-threads soon.
I believe there are these reasons:
- people wanna fast submit a new thread ( don't want to think about tags)
- people don't understand why we actually use this tags for ...(tag cloud is quite a new thing in www)
- sometimes it will be hard to put a long thread post in just a few words (I really have sometimes problems to find some good tags for it)
- people use tags "meeting" instead of tag "meetings" so the party/meetings will never show up in the meetings category
I just thought there is a simple solution:
Just let every user who take part in one thread discussion add new tags! This will be a major improvisation for finding threads by cloud and category. And in the end we will have a better forum structure/organization.

Problem is to manage the quantity of tags.
It is schedule that part of the moderator work will be to manage this time. A tool to fix them, group them when they are redundant is schedule and already more or less working.
May be it is a good idea to allow repliers to add tags, this will effectively add pertinent information is the guy who started the thread has forget to do so.
