trac account handling

Description
check out how to restrict access to certain wiki pages / tickets. probably an upgrade to 0.11 would be enough as suggested by this info: Hint: For the newer Trac versions (0.11 and higher) the plugin will probably not work. But here the plugin should not be needed anyway as Trac has a fine-grained permission system included by default since 0.11. Head over to the SecurityBranch? for more information on this.

I would considere not having the chance to handle security bug inside trac a major reason not to switch to trac so we should at least know if this issue can be tackled (implementation not that urgent)

with the new release there are more and more normal members testing the site, several eager to file trac tickets directly. As we restricted this to logged in users we need a way for them to register their own account.
please add account manager plugin or similar as soon as possible



I'm procrastinating this - maybe this issue will go away after the Fedora upgrade.
