This is a database field which exists for each post

it can be to Yes or to No

Yes means that the owner of the post can edit translate it. After a certain delay it is scheduled that a cron will put this value to No in order to prevent too much edit of forum post to cretae a mess.

Moderators will able to restore this value to Yes upon owner request
